What is a Level 2 Home Survey?

A Level 2 Home Survey is the mid-level survey in the RICS Home Survey Standard, introduced on 1 March 2021. It is suitable for conventional properties in reasonable condition that are simple in form and layout. It was previously called the RICS HomeBuyer Report, and many buyers and surveyors still use that name.

A Level 2 is a thorough piece of work. It includes everything in a Level 1 plus a more extensive roof space and drainage chamber inspection, advice on the defects that affect the property and the maintenance or repairs they need, a section flagging risks to the building and to people, a review of the EPC, and issues to refer to legal advisers. It comes in two versions: survey only, or survey and valuation, which adds a market value and a reinstatement cost for buildings insurance.

The surveyor gives a condition rating to each element of the property:

  • 3: serious or urgent defects; get written quotes before committing to purchase.
  • 2: defects needing repair or replacement, but not serious or urgent.
  • 1: no repair currently needed.
  • NI: not inspected. R: documents to request before you sign.

Where Level 2 time really goes, and where corners get cut
